It is something discarded by Phoenix; and this is from the Phoenix team:
"You are right, it is man made: It is the backshell of the spacecraft, which was ejected from Phoenix during the descent along with the parachute. It is lying due south of the lander. You can compare this to an image taken from the MRO orbiter which shows the lander and the backshell on the surface: hirise.lpl.arizona.edu/phoenix.php"
