There is no such thing as an annular lunar eclipse. However, on the date you mention there will be an annular solar eclipse. Actually, it would be better described as a transit by the Moon across the apparent disk of the Sun. On that date the Moon will have a smaller angular diameter than the Sun, therefore it will not be a total solar eclipse (occultation). No phases of that particular eclipse will be visible from the Americas or Europe. Most of its path will be across the Indian Ocean south of the equator. I check on with redshift 4 and all I came up with was a annular solar eclipse. A friend emailed me about 2 weeks ago i should have checked redshift first. Thank for the infomation, and have a great day.
