It's an interesting idea, particularly because it is testable, disprovable, which is one great hallmark of science. A return trip to the Moon could sample rocks from the far side which should have a lower nitrogen content if this idea is correct. Also the rocks only slightly under the lunar surface, perhaps as little as a few inches, should have a lower nitrogen content.
