Welcome to the Chicago Astronomer and urban astronomy.
Unfortunately, there are no organized or official places for amateur astronomers to craft their own mirrors. The Adler Planetarium had at one time a special workshop for telescope building, but that is long gone.
There are old school astronomers who still have the knowledge and skill of mirror grinding. I admire those who can grind a mirror down to proper curve to a thousands of an inch.
Sorry I couldn't be much help here, but it's mostly a buyers market with telescopes these days. I hope that doesn't discourage you from your astronomical enthusiasm here in the city.
